File Exists action doesn't save

Description
Since 3.10.0-rc1, every time I upload an existing file, it asks me, for EVERY file, what I want to do (overwrite, etc).
Even if I put "Always use this action", it will keep asking me for every file.
In settings, the "File Exists action" is always to overwrite.
Didn't happen in previous versions.
Is still happening in 3.10.0-rc2.

Same happening here. On settings it says "Resume" on File Exists actions, but it asks for action on file exists everytime.
