We cannot log onto our Client's FileZilla to upload/download files

Description
When trying to log into:
bcco62@vweb,ocps.net
or
arch10@vweb,ocps.net
We get:
response: 331 Please specify the password
Command: PASS
Error: connection time out
Error: could not connect to server
This problem is intermittent and unpredictable. Sometime it lasts for 5 minutes other times for hours.

Response: 530 Login incorrect.
Works for me. Maybe it was a temporary server failure.
