Resume bug when uploading files

Description
I have version 2.2.1b of FileZilla. When I pause an
upload an resume it later on, it doesn't work. Instead
of that i get this error message: Append/Restart not
permitted, try again. Upload failed. Other FTP programs
work fine, so it isn't the server's fault.

I have seen similar error when the file I am uploading is not
available (ie it is locked by another process).

This bug report has been closed due to inactivity and has possibly
already been solved.
You can reopen this report if the issue still exists in the
latest version of FileZilla (Server).

Note: I get a similar error (don't recall the exact error at the
moment) when downloading as well - it's not just uploading.
