CHMOD Cannot Change Permssions

Description
I cannot delete a file because I do not have permissions to. I chmod the file to 777 but the response is:
Command: SITE CHMOD 744 index.php
Response: 550 Could not change perms on index.php: Operation not permitted
Chmod the directory to recurse into the file doesn't work either.
