When upgrading from 3.2.1 to 3.2.3 "classic icons" theme not retained through app restart

Description
I upgraded from 3.2.1 to 3.2.3 and found that while I used to have the "Classic" theme selected I now had "OpenCrystal" theme. I selected "Classic" again to reset it. Upon a restart I was back to "OpenCrystal" theme.
I have confirmed this on two different machines one Vista 32 and one Vista 64 both Enterprise.
