I point to this forum post.
This feature is very useful (not only for me). Also filezilla will be on of the first free ftp-server for windows with this feature.

I second the reporter that the feature would be heavily usefull in this age when there is a continuous flow of web hosting providers and people keep migrating between them. The demand for this is definitely more today and will only be growing.

FTP over TLS is incompatible with server-to-server transfers.
In particular, the TLS handshake on the data connection would never happens as both servers would wait for the other side to initiate the handshake.
