Speed limit settings should be connection specific

Description
The speed limits are a good option to get sure that the bandwith of a remote connection is not consumed completely by an FTP download or upload.
The settings are now Filezilla global but additionally they should be also connection specific.
Why?
I have the following problem:
I am sitting in a centre that is connected to several stations. Some of them are connected over satellite links, others are connected with high speed internet.
In case I want to download files over a satellite link I have to ensure that the common productional traffic is not constricted by the FTP download. Therefore I have to use the speed limit. But this speed limit is not useful when downloading over a high speed internet link. Reconfiguring the speed limits before each download is very error-prone.
Therefore the speed limit setting should be connection specific.
This is not a bug report.
