Can't upload file with Traditional Chinese name

Description
When I upload file with Traditional Chinese name, it will show follow msg:
Command: STOR å–得網路IPä½å€.bat
Response: 550 File not found or access denied.
Error: Critical error
Response: 150 File status okay; Open data connection.
Response: 226 Data Sent okay.
If I upload file with English name, then it's OK.

Upgrade to an UTF-8 capable server or refrain from using non-English characters. Everything else is in violation to the FTP protocol specifications.
