download failure recovery queue

Description
feature similar to leechftp: a failure recovery
queue. if the download fails for any reason (partial
download, etc), the download is moved into the
queue. if not that, at least the ability to
repeat/recover/finish the download up to a certain
number of times. I find that it's best to move an
item to the back of the queue because retrying
immediately just gives you an error again. for some
reason, letting some time lapse by between retries
actually fixes things a bit.
this feature has been missing for a long time, and it
would really be nice to have. downloads fail. and
what indication from filezilla is there that things
failed to complete?

Right-click failed transfers in the queue and click reset
status. Then these files can be transferred again.
