Support setting the server process priority

Description
As it seems to me, FileZilla server badly needs in
priority NT system, so we could change priority from
"Low/idle" to "High". Sometimes I'd want to put server
to the lowest priority, so it cannot mess my more
important work, sometimes I'd want to put it to
"Above normal" or "High" priority to maintain robust
service.
