Client : automatic detection of ressources in the Installer

Description
The Filezilla Client Installer does not search
automatically for ressources in the current directory.
Considering the following example :
o the user wants to install the FileZilla FTP client
in french
o the french documentation ZIP file is in the same
directory than the EXE installer file.
The user select a french installation, so the french
documentation is selected for installation by default.
To avoid the download of the documentation (for example
if the user is currently off-line, or if the user is a
system admin who needs to install FileZilla on several
PCs), the user need to activate the "local directory"
checkbox and set the directory where the requested
ressource (ZIP file) is. This is not very user friendly...
The installer should so modified to :
1) first, look in the current directory to see if the
ressource
is available;
2) if not, try to download the ressource.
The interface could be the following :
Note : [x] is a checkbox, (.) is a radiobutton
Ressource directory:
(.) Current directory
( ) Specific location [label] [browse button]
Note : if the requested ressource is not available in the
"ressource directory", the installer will
try to
download if from
http://filezilla.sourceforge.net/
[x] Save downloaded ressource in the "ressouce
directory"
In FileZilla 3 the installer is self-contained and doesn't download any files.
