file exists option: skip on same file, size (and time)

Skip on same file and size can be done using "resume". Just because if source and destination files are of same size, resume won't do anything.

Skip on same file, size and time... what if file and size are the same, but not the time? Overwrite? As time usually only goes one-way, "overwrite if newer" could be used instead. But this wouldn't cover the case where the file is newer, but only got more lines added, like a log file. "Overwrite if newer" then would overwrite the file, effectivly downloading the already downloaded (and not changed) parts again.
