Description
libfilezilla 0.37.1 building as soname 25.1 when configure.ac is 26:0:1.
Makes package non-buildable and cannot be submitted to Debian.

libfilezilla uses standard libtool versioning, see https://www.gnu.org/software/libtool/manual/html_node/Versioning.html
It works the same in many other packages, for example GnuTLS 3.7.3 has a library version of 61.0.31, builds as libgnutls.so.30.31.0 with SONAME libgnutls.so.30
Please double-check the debian-specific files for correctness, something must be wrong in them.
