Service automatically starts after installation with highest system privilege even if specified not to

On Windows, after installing the FileZilla server and choosing to register as a service in Windows but not to automatically start it, the installer completes and automatically starts the service regardless. Not only does it automatically start the service but it starts as NT-AUTHORITH/SYSTEM privilege which isn't ideal for a server.

To elaborate, it also removes and recreates the service even on an upgrade install. It loses any settings applied to the service, e.g. starting as a different user. Ideally it would retain those customizations and/or ask if you want to run it as a different user during install.
