Description
When using i.e. Filezilla Server 0.9.16c beta
The Filezilla Client 2.2.22 does not decode utf-8 chars
in welcome messages.
Welcome Message/Server entry:

an update of FZS 0.9.17 and FZC 2.22.23 still has this bug.
