Server reload-config not working since 0.9.1b

Description
reload-config has not worked since 0.9.1b
I have not been able to figure out why so I'm afraid I
can't offer any suggestions. Worked fine in 0.9.1b.
Operating on win2k advanced server sp4.

Hmm I guess links don't work!
Recompile Service.cpp with the changes that can be found

This bug report has been closed due to inactivity and has possibly
already been solved.
You can reopen this report if the issue still exists in the
latest version of FileZilla (Server).

For those who depend on the reload-config command line
option you may be interested in adding a restart command
line option. This gets around code problems when new
versions are released as it relates to the windows service
rather than the internal FileZilla code.
