Start Menu shortcuts in personal profile

Description
Insalling Filezilla 2.2.8b under administrator account,
leaves start menu shortcust in the administrator
personal start menu, so other users can't see it.
Should be put in the "All Users" start menu, or let the
user choose if the installation should be for "all
users" or "only for me"
