i encounter the same problem using the last 1.9.9, under
NT5, with a ProFTPD1.2.5rc1 server on an Etherent 10 LAN
[using LeechTP, à can upload @ 1Mo/s, with FileZilla, only
about 50ko/s]

I have the reverse problem: this morning, I was able to
download at 160~170K/s but unable to upload at more than
47~50K/s, of course all from/to the same machine.
server: NT4, client FileZilla 1.9.9
we only got a E1 and ive done downloads well over 180k. and
2200k to a local server. so its not a general limit.
