Filezilla on Terminalserver - hide settings?

Description
Hi,
We want to use Filezilla on our Terminal Server (Win 2003) but want to use one single configurationfile and hide the settingswindow for the users. Is there any way to do this? Tried placing the filezilla.xml in various places but this didn't work, so I think its not possible atm. Any Chance to get it?

The settings cannot be hidden. FileZilla has not been designed for crippled workplace environments.
