Description
After I upgrade to the latest version ( v3.2.4.1 ) of the FileZilla Client, it just can't show non-English characters correctly. I see the "2009-04-14 - FileZilla Client 3.2.4-rc1 released" notes about "Always use MLSD to retrieve directory listings on servers supporting it". I think it cause this problem Is it possible to turn it off to avoid this problem? Or is it a bug?

Yes, it maybe the FTP server doesn't support UTF-8. But when I using FileZilla Client previous to v3.2.4, it do can show non-ASCII characters correctly. ( In Traditional Chinese for my case ). Can you explain what's happen?
Is it possible to assign character set per-site basis?

My friends's FTP server using Gene6 FTP 3.9. It support Unicode as well.
I think it may be FileZilla Client's bug. And any other FTP Clients I tried is just works fine. I was tried to install FileZilla Client 3.2.5, the problem still exist.
Hope you could check it out on this. Thanks.
If you need me provide any information, please feel free to tell me. I can do any help.

FileZilla has been successfully tested on several UTF-8 capable servers on which it works just fine.
If it doesn't work with Gene6 you want to contact Gene6 so that they can fix whatever is wrong with their server.
FileZilla fully supports non-ASCII characters as long as the server uses UTF-8 as encoding, just as the FTP specifications require.
It appears that your server is not in compliance with the FTP specifications. Upgrade to a proper server or refrain from using non-ASCII characters.
