Active mode FTP isn't possible through proxies.

There's no way to detect how the proxy is connected to the server. If a properly configured server sends an unroutable address to the proxy it means that proxy and server are in the same LAN. Nothing wrong with that, "Use the server's external IP address" must not apply.

You have to contact the server administrator so that he can fix his server.
