SITE command sent to z/OS host does not appear to function correctly

I am attempting to FTP a file from the client workstation to a z/OS 1.7 (mainframe) host. The .txt file must be uploaded to a z/OS dataset whose file characteristics must be: record format(variable), record length (32756) and block size (0). Prior to actually initiating the file transfer I do a Server->Enter Custom Command... of SITE RECFM=VB LRECL=32756 BLKSIZE=0. The reply back from the server is Response: 200 SITE command was accepted. I then initiate the file transfer to the z/OS host, which is successful, however the characteristics of the SITE commmand are not maintained and the file is created with z/OS default attributes.
Any thoughts?
Have you ever considered upgrading to a less antique server? z/OS systems belong in a museum ;)
FileZilla uses secondary connections for file transfers, that is why custom commands naturally have no effect on the transfers.
As workaround, you can limit the number of connections allowed to that server to 1 in the Site Manager.
