failed to start after installing 3.1.3.1

Description
I ran FileZilla_3.1.3.1_win32-setup(2).exe
After that I try to start but get:
"This application has failed to start because mingwm0.dll was not found. Re-installing the application may fix this problem"
I tried reinstalling but htis did not help.
to continue my work asap: where can I get the old working install?
