PASV mode is faulty in 2.1.8b

Description
I agree, there is something broken in FileZilla CLient
2.1.8b, it does not use PASV mode under any of the two
simple scenarios I tried, but uninstall, and install
version 2.1.7, and using the same configuration, the
PASV mode is working.

You can reopen this report if the issue still exists in the
latest version of FileZilla (Server).
