minimized app doesn't always restore window

Description
These instructions require FileZilla to already be set up to edit/view files in an editor (or such).
General Behavior:
When a file is saved (done editing) FileZilla will pop up a dialog box asking to send it to the server.
Current Behavior:
If the app/main-window is minimized, sometimes the app will display the "send to server" dialog in the upper left corner of the screen, and not restore the window when the dialog is dismissed. Sometimes it works as described below:
Expected Behavior:
If the window is minimized, the app should *always* bring up the application-window first, *then* show the dialog.
There are no issues if the FileZilla client is already restored, just not focused (is behind other windows, etc).
SYSTEM:
Windows XP, SP2+ (all updates)
APP VERSION:
FileZilla (Client) 3.0.11.1
Next versions will blink in the task bar and will only show the dialog after restoring the window.
