Can't connect with FileZilla

Description
Under some circumstances, I cannot connect to my
website with FileZilla. If I use another FTP Client, (like
WS_FTP Pro) I get connected. If I use FileZilla a bit
later, I can connect again without any modifications in
the preferences or else panels.
This is the log I get when problem occurs.

I think passive mode should be enabled as default - lots of
simple users simply can't use filezilla because filezilla
don't user passive mode.
The following command did fail: PORT 192,168,0,3,13,177
Possible reasons could be firewalls or routers. Please try
enabling passive mode on the firewall page in the settings
dialog.
