[3.0.5.1] [german] Oeffnen -> Öffnen

Description
I don't know if that special character makes problems, but when right clicking on a local file in the popup menu there is a item called 'Oeffnen'.
It's not wrong but normally 'Öffnen' should be used as other items('Löschen') also use special characters.
I don't know who maintenance the German translations, if there is no one i could do that.
