Checkbox logic of "Always" actions if Target already exists

Description
Transferring a file with the same name as one existing at the destination will trigger the "Target file already exist" dialog. In that dialog, there are three check boxes:
Always use this action
Apply to current queue only
Apply only to downloads
I think that when the user clicks one of check boxes 2-3, checkbox #1 should also become selected. In Filezilla 3.0.4, this doesn't happen, and checking #2 or #3 without checking #1 has no effect on subsequent items in the queue.
