XML list are not imported into Queue

Description
On Windows 2000 the lists exported from the Queue are
then not imported back. This seems to be present in
version 2.1.6 and 2.1.7. It worked in version 2.1.4
The XML file is generated properly and its contents are
easily browsed in IE.
