Use of PAC Files for Proxy Configuration

Description
To determine which Proxy should be used, browsers use Proxy Autoconfiguration Files. If Filezilla could use these Files too, manual configuration would become unnessecary in enterprise environments.

PAC Files are mentioned in RFC3040 (Point 6.2 on Page 17) and referred to "Navigator Proxy Auto-Config File Format", which is another URL, but the same Document specified above.
WPAD (Web Proxy Auto Discovery Protocol) and PAC are commonly used in Enterprise Networks and are supported by IE, Firefox and Safari and propably some other Browsers as well.

Instead of writing it from scratch how about fully supporting querying the OS information?
I would really appreciate if the update filezilla on the help menu would fully work behind my corporate firewall.

Is there a formal description about this file format issued by a standards orginization? e.g. ietf, iso, w3c and such.
Without formal specs I cannot implement a third-party file format.
