ability to turn-off UTF

Description
Please let user - server administrator choose, if he
wants Unicode (UTF) or not on his server. UTF brought
us only problems with our Slovak national characters -
we don't want and can't install any other special FTP
clients. We need to use NetDrive and somewhere Total
Commander - both of them shows bad characters now :(

Won't happen, a server should always comply to the
standards. The standards only allow either 7bit us ascii or
UTF-8.

I'm with OP about extreme need of abiliti to turn-off UTF
file names. That's the same issue for ukrainian/russian
filenames. It's more convenient to configure server for
legacy ftp clients support than to make all users change
their ftp clients
