Triage suggestion
It appears that this has not been implemented in FileZilla Server 0.9.60. However, the feature request appears to be an unnecessary addition: the client can always look up its IP address. Finally, this feature request is 11 years old.
I suggest closing this ticket as "wontfix".

As this would make the welcome message change per client, the message cannot be just parsed once and then cached for performance reasons. So introducing such a variable probably is not a good idea.
