Unnecessary resume ruin good downloaded file

Description
Resuming a broken download on a host that does not
support resume will cause the file to be overwritten.
That's good.
Unfortunately, FileZilla will try to resume any file
even if the file had been downloaded successfully in
previous attempts. The result is, a good file will be
"resumed" -- that is, deleted and downloaded again, on
hosts that do not support resume.
FileZilla should be able to identify succesful
downloads and do not try to resume them.
