improving Overwrite if more recent

Description
Would it be possible to add a parameter to "overwrite
if more recent" for people like me who are at GMT+2
while their server is set at GMT ?

Add the server to the Site Manager. On the advanced page,
you can assign the server a time offset compared to your time.
