Yes, it is really needed.
Perhaps leave it as a global option that can be overidden
per site. Leaving it as global can be handy for people
behind a firewall that can not handle active ftp anyway. In
that case one can just stick with using passive for all sites.

I agree. I think Filezilla is great! But every ftp server is
different and some like passive and some don't so it would be
great to be able to set passive on a per connection basis
