force UTF8 won't reload while use reconnect

Description
If we use Force UTF8 in Site Manager, but server didn't
support UTF8 in FEAT command, and also didn't support
OPTS UTF8 ON command. The re-connect function won't use
UTF8 even we setting it in Site Manager.
