Unable to Connect to The Server

Description
I am trying to launch the FileZilla Client and keep receiving the error message below. It has been updated to the latest version and we are still unable to connect.
Error: Could not connect to server
Status: Waiting to retry...
Status: Resolving address of ftp.cognitionlms.com
Status: Connecting to 23.253.25.67:21...
Status: Connection attempt failed with "ECONNREFUSED - Connection refused by server".

There does not appear to be a working FTP server at that address. If there should be, please contact the server administrator or server hosting provider for further assistance.
