I Cannot transfer files

Description
I try to transfer files via filezilla . I always see the same message when i try to connect "Connection attempt failed with "ECONNREFUSED - Connection refused by server".
I ve tried every solution i ve found on the internet but still i cannot fix it. I ve been working on this for 2 weeks and i havent found any fix yet.
Can anyone help me please????
