No ASCII transfer from web server to PC

Description
When transferring a file from the PC to web using ASCII transfer mode, line returns are correctly converted from 0D 0A to 0D. However, when transferring the other way -- web to PC -- a binary transfer occurs and the line returns are not converted and remain 0D even when the ASCII transfer mode is selected. These transfers are being made by dragging and dropping files (with <ctrl> to cause copying without source deletion) in the client from the right hand web window to a PC folder in the left window.

I am using FTP protocol. My web host (SiteGround) tells me that the FTP software on the server is pure-ftpd. I was not able to find out what version.
Which protocol are you using?
What FTP server software (product and version) is running on the server machine?
