Cannot transfer mail files recursively

Description

Trying to transfer mail files for client from one cPanel to another cPanel on another server. So, trying to first FTP the files down.

Typical file structure:
/mail/gtags.org/treasurer/cur/<long weird email file names>

Ideally, we would grab this at the client (gtags.org) level and bring everything over. However, all the directories come over, but the individual mail files do not. An example individual email file name:

1542119982.M532235P12430.host.ens10svr.com,S=56405,W=57332_2,

(Yes, with the stupid commas and all...)

All these files result in Failed Transfers.

To check that there is nothing wrong with the email file itself, we can select all the files of a directory like cur, and easily transfer them with FileZilla. It only appears to be an issue when transferring recursively.

Earlier, server support set the recursion level on the server from 10000 to 20000 but of course that didn't help.

Further, we tested this with WinSCP and it was able to transfer everything correctly. So, this appears to be a legitimate FileZilla bug, certainly the first one I've ever found!

What does it say in the message log when you attempt to transfer this file?

It says "Could not start transfer" next to each failed transfer.
