Can not bring Filezilla to front.

Description
I am on Mac OSX Mojave with Filezille V. 3.45.1
When I have many apps open I use the keyboard shortcut "cmd + tab" to cycle through the apps to bring them to the front.
For some reason Filezilla will not come to the front. I have to either minimize all other apps in front of it or click it's icon on the dock to bring it to the front.

Same OS version. FZ 3.46.3 now and the exact same problem for months now too
