"Allow downloading files.." check box doesn't work

Description
In Settings->Miscellanous checkbox "Allow downloading
files witch are open for writing by..." doesn't work.
Sometimes it checked and sometimes not.
I check it and just click OK, and then I load settings
again sometimes it checked and sometimes not.
