Let me choose which program to use to view/edit

Description
I know I can assign a specific program to a specific file extension...
But my problem is, sometimes I just want to edit one line of code, so I'd like to edit it with Notepad++
But another time I'd like to work on a bigger project and I would like to edit many files with, let's say PHPstorm...
So I'd like to have a dialog which asks me with which program I'd like to open/edit the file.
Maybe a bit similar to this request https://trac.filezilla-project.org/ticket/3696.

I certainly wish for this feature too. Opening a .cs file in full blown VS 2015 is a real drag... would be nice to say "Open With..." then select Notepad++
