Polish locale dependance on german locale

Description
The polish translation is properly displayed only if german locale is present. If there is no german locale then all strings are displayed in english.

Well, choosing a language version should be optional, a can't name a single app that doesn't work like that, so removing language files I don't intend to use is not exactly "modifying", especially when I use a portable version.

Don't make me compile the language files fixed into the executable.
