I've tried both 3.11.0.2 and 3.17.0.1 with 64bit on OS Win7

Both versions are outdated. Please update to the most recent version of FileZilla.

Are you using a custom character encoding? Do you get a message in the log about having received an invalid character sequence, disabling UTF-8?

Humm ..... I've think about this before too
but I've tried coping the same file name to another folder that
has the same permission settings and what's strange is that it can be deleted
and won't show this message....so maybe is not this problem
