Time stamp on ftp is hours off

Hi,
I am using version 3.11.02. With this recent set of updates, the time stamp that is posted when we post the file is wrong.
For example: I have a file that I posted on 06/18/15 at 2:11 pm central time zone and it says it was posted at 9:11 AM

This can happen on servers that support neither the MLSD nor the MDTM command. Please make sure your server supports MLSD or if that's not possible, at least MDTM.
