After downloading vers 3.11.0.2 cannot connect to sever

Description

I receive a Connection attempt failed with "EACCES - Permission denied".

I have changed nothing in my setup or login parameters.

Log says:

Status: Connecting to 116.213.5.25:21...
Status: Connection attempt failed with "EACCES - Permission denied".
Error: Could not connect to server

Check your firewall, it is blocking FileZilla.
