Remote Files not showing under XP

Description
Under Windows XP, after appearing to connect
successfully, there seems to be a problem on the
initial LIST command, and the remote file list does
not show the files on the server.

I have seen this same problem on both an XP box and one
using WinME when trying to use the FTP over SSL (explicit
encryption) via my local network when hooked to ATT.
Must be logged into ATT via modem (no network hook-up) and
using as regular FTP client (not SSL) to ftp. It does the
login and provides the login in script, but fails to show
the Remote List.

This is what I get when trying to connect to a site with
ssl (get the same for implicit and explicit).
Response: 227 Entering Passive Mode (x,x,x,x,x,x)
Command: TYPE A
Response: Type set to ASCII
Command: LIST
Status: SSL connection established
Response: 150 Opening ASCII data connection for ls /.
Response: 226-free disk space under directory : 816 mb
<PAUSE>
Error: Timeout detected!
Error: Could not retrieve directory listing
