relative paths and quit-command

Description

i just use the server and i noticed these 2 problems:

1. the server doesn't know the quit-command (500
Syntax error, command unrecognized.)
2. if i activate "Show relative paths" for a user then
this user can't change to another directory (550 CWD
failed. "/EXAMPLE": directory not found.)

it's running on a winME system

yes, full permissions
i noticed that this problem just appears in the root-
directory. so when i start in \ (c:\), then i can't change
the directory, but when i start in \widows (c:\windows)
then it works
