Speed/bandwidth limits for the server

The speed/bandwidth limit could be a nice feature for
people like me that want to set a personal FTP server for
interchange files with friends using a DSL/Cable
connection. In these environments is almost a need limit
the upload speed in the server, because if all the
bandwidth is taken by the FTP clients, the navigation
and file downloading is sluggish.

I think that a global limit is enough (like in the xitami
web server).
